Description
The VTS Operator Basic Training 103 is intended for those interested in working as operators for Vessel Traffic Service (VTS) in ports. The course is generic, held in a classroom with simulator support.
The license for performing the duties of a VTS Operator will only be provided upon completion of the On the Job Training. This will be linked to the port which the On the Job Training is performed. To perform the function of VTS Operator in another port the completion of a new On the Job Training is required.
Currently, SHELTER is the only company accredited by both the Brazilian Maritime Authority and IALA to minister VTS courses in Brazil.
Target Audience
Officers that want to work port side with the management of vessel traffic and control. Non-seafarers will be required to take a course with general nautical notions and GMDSS before enrolling.
Objective
At the completion of the course the student should have acquired the skill levels required, in accordance with the requirements established in IALA V103/1 and NORMAN 26/DHN, to perform the duties of Vessel Traffic Service Operator (VTSO).

Documents Required
• Upon registration the student must be over 18 years of age;
• Foreigners must present 02 (two) copies of their passport;
• High school complete;
• Nautical knowledge equivalent to a Nautical Officer (present specific qualification or undergo an evaluation test);
• GMDSS Operator Certificate;
• Level 5 proficiency in English (IELTS) (Model Course V103/1, Part C, item 2);
• Certificate of good standard of physical and mental health (26 NORMAN/DHN, Annex E);
• Certificate of fitness to perform the function (NORMAN 26/DHN, Annex E).
Course Content
Part 1 – Classroom:
• VHF Radio
• Traffic management in the VTS area
• Equipment Operation
• Use of Standard Marine Communication Phrases (SMCP) and English language in written and oral forms.
• Communications coordination
• Response to emergency situations
Part 2 – Simulator:
The course participants are faced with a number of interactive realistic simulation exercises designed to test subjects in all aspects VTS in a safe and efficient manner. The exercises gradually increase in complexity and require the application of all the knowledge that the student studied for the theoretical part of the course.

Certificate
At the end of the course the student will receive the approved certificate awarded by SHELTER and endorsed by the Brazilian Maritime Authority with lifetime international validity while the VTS operator function is exercised, or five years in the event of inactivity.
